I ask because the haynes manual is useless.
Download the manual from the wiki and check out chapter 18.

I think I have that manual I'll check chapter 18 Thanks.
The *.pdf manual is vastly superior to the Haynes.

Exactly the same as most older Hondas.
How To Replace Inner And Outer Tie Rods - YouTube
There is absolutely no comparison between the two. Haynes manual emphasizes mostly on the B20 accord. Here in America, that manual is nothing but a waste of time, money and knowledge. The FSM contains everything you need. Tis the Bible for 3geez. :-D
I have to replace my inner tie rods still as well. The key is to remember to beat the special washer back so you can get the 17mm open end wrench on the inner tie rod. Good luck.

Yes you can do it with the rack in the car. It would be alittle easier to remove the rack, simply because there isn't much room to remove/install the tie rods. Remember to pack the ball joints with grease. They'll prematurely fail if you don't.
