    when the carb is flooded.
turn off the car. push the gas pedal a few time 3-4 times. this should remove excess gas from a carb. turn the engine on and try starting. because there is a gas in intake already you should be able to start easy.

If the car is flooded, push the pedal to the floor and hold it there for 10 seconds to let the gas drain. Don't pump the pedal, or you're just putting more fuel into the engine. When the time is up, lift your foot halfway, hold it there, and crank the engine for 10 seconds. If it doesn't start right away, keep your foot in the same position, wait 10-30 seconds and try again. You don't want to continuously crank the engine, cause it will overheat the starter. Once the engine fires, ease up on the pedal and control the high idle with your foot. Don't rev too high because the gas washed all the oil off the cylinder walls.

you have two filters one near the fuel tank. you should be able to see from rear-driver side fender.
the other one is under the hood.

well, here is your problem, you getting no air that is why you are flooding the carb and everything else.
do yourself and your car faivor, spend a little more and get K&N filter.
it will increase air flow, which means a little better gas mileage and little HP gain. Plus it is rechargeble, which means you don't have to buy airfilters again as long as you own this car.
i have one and it is must have for carb engine.

Well also your problem could have been that the gas in your tank was really old you have to remember that you are just sucking crap into your fuel lines when you try to run it on empty. I had the same problem when bringing my 87 back to life after sitting for a year.
If it is broken then fix it. IF NOT LEAVE IT THE HELL ALONE
