I don't see how the idle would be effected. Unless the AC idle booster is supposed too bring the idle back were it was originally when the lights are on as suggested in A 2001's article on idle adjustment see below quote.

5) Keep the headlights and fans on and also turn on A/C
Adjust the A/C idle boost to raise the idle speed back up to where the idle speed was prior to the A/C being turned on.
BTW when I say turn on the A/C it should be at full blast.
After the A/C idle boost is set you're all out of adjustment screws... at least ones for idle after the cold start process.

All this means is that the A/C bogs power from the engine. With the lights being on, the idle drops, it will also drop with the A/C. The boost is just for the A/C, hence the A/C idle boost. It boost's the idle up when the A/C turns on. You adjust the idle with it on because you don't want the idle to low when you are driving at night or whenever you have your lights on.

The reason that I think the A/C idle boost doesn't do anything when the lights turn on is because the idle boost is vacuum based. So what feature on the lights allows the diaphragm to get vacuum to raise the idle?

Then my question would be why did he include the lights on in the adjustment process?
